It is therefore the responsibility of contractors to always verify that they have the latest versions of the Procurement Plans at all times as  Procuring Entities will update their plans when necessary.
Notice of tenders shall follow the current system of releasing Invitation to Tender (ITTs) depending on the method of procurement that would be fitting at the time.
Cost estimates are provided for information and bidders are still expected to compete on quality and cost.
