In addition to these overall policy and strategic objectives, the Board is also charged with promoting citizen empowerment through the proactive implementation of reservation and preference schemes designed and introduced by Government from time to time to enhance citizen participation in economy activities resulting in increased employment and capacity building.

In discharging this mandate, the Board shall take into consideration the conflicts that may arise between the targeted procurement policies aimed at enhancing domestic and citizen capacity building with obligations under trade treaties such as the World Trade Organisation (WTO), regional agreements under Southern African Development Community (SADC) and the Customs Union.  In this regard, the Board has proactively become involved in these issues, as well as other macro-economic factors through investigation and research.

The public procurement policy is a potentially powerful tool in influencing targeted economic development particularly growth in domestic capacity.  The Board therefore should play a central role in long term socio-economic policy formulation through its influence and advice to government on strategies for effectively implementing policies.  Therefore as this a process involving several stakeholders, the Board hopes that Government will establish the Procurement Policy Advisory and the Independent Review Committees provided for under the Act to facilitate the process of policy formation and implementation improvement.
